From 2018 to Now: The ‘Tea’ Behind Navjot Sidhu and Amarinder Singh’s Sour Ties


As the Congress high command continues with its efforts to ease tension between Congress MLA Navjot Singh Sidhu and Punjab Chief Minister Amarinder Singh, poll strategist Prashant Kishor met Rahul Gandhi at his residence in Delhi on Tuesday. Sources told CNN-News18 that a possible solution on the crisis was expected in the next 24 to 48 hours.

Sidhu and Amarinder have been at loggerheads with each other for a while. Ahead of the state assembly elections last year, the central party leadership had also constituted a panel to resolve the crisis. On Tuesday, Sidhu’s tweets left many in the party baffled with some them interpreting it as ‘cozying up’ to the Aam Aadmi Party (AAP).

As speculations on what will take place next remain rife, here’s a look at the brief timeline of how and when the relationship between Sidhu and Singh soured:

2021

Both Singh and Sidhu met on March 18 over a tea for nearly 50 minutes in Mohali after which speculations were rife that the latter will be reinducted into the state cabinet. “It was a good meeting. We have a cordial relation and I am waiting for him to reply. I am sure he will decide on what is in favour of the party and the state,” Amarinder Singh has said on being asked about the meeting. He added that he had known Sidhu for decades now and he will do what is good for the party and the state.

However, later in May, Sidhu once again attacked Singh over the 2015 Kotkapura firing, saying the Punjab and Haryana High court’s order to form a new SIT to probe the incident was accepted by the state government to “deflect” people’s attention. “Nefarious intentions are evident, No High Court stopped you in 4-1/2 yrs ! When DGP/CPS appointments are set aside, orders are challenged in Higher Courts in matter of hours. Now, first you attack the High Court, than from backdoor accept same orders to deflect People’s attention,” Sidhu had alleged in a tweet.

Sidhu has been targeting the Chief Minister over the alleged delay in delivering justice in the desecration of Guru Granth Sahib and post sacrilege police firing incident.

2020

Both the leaders met on November 25 over a lunch, triggering speculation that Sidhu may be re-inducted into the state cabinet. A media adviser to the Chief Minister had then said that both leaders spent an hour together at Singh’s residence in Punjab and shared thoughts on various issues.

At that time, it was thought that the tensions between both leaders appeared to have eased when the Chief Minister praised the Amritsar MLA for the way he spoke in the assembly after the Congress government had moved a resolution and brought bills against the farm laws last month.

2019

Sidhu’s portfolio was changed from the Local Bodies’ to the Ministry of Power and Renewable Energy in this year. However, he did not assume charge of his new department. Singh had cited “inept” handling of local bodies department by Sidhu, which led to the Congress’s poor performance in urban areas, as the reason behind taking away the role. Even the state unit also did not give an election ticket to Sidhu’s wife Navjot Kaur.

The rift became even more evident when reacting to Sidhu’s mannerisms, Singh had said, “Perhaps he is ambitious and wants to be chief minister.”

In the same year, Sidhu resigned from the Punjab Cabinet but what had raised eyebrows at the time was Sidhu’s move to send his resignation letter to Rahul Gandhi.

2018

According to reports, Singh was not in the favour of Sidhu when he joined the Congress in 2017 just ahead of the Punjab assembly election. It became a little evident when Sidhu in November 2018 publicly had said, “My captain is Rahul Gandhi, who is also his (Amarinder’s) captain. Wherever I went, it was with his approval.”

Tamil Nadu Bifurcation Debate An Offshoot of DMK’s ‘Centre vs Union Govt’ Controversy


The current debate over the bifurcation of Tamil Nadu to carve out the ‘Kongu Nadu’ region is due to the clash of terminologies after the DMK government addressed the Centre as the ‘Union government’ in the spirit of constructive collaboration and state autonomy.

For the DMK, batting for state autonomy is the way to keep overreach by the Centre in check. From the times of CN Annadurai, the first DMK chief minister to those of Kalaignar Karunanidhi, the party has stood in the way of several Central governments that have tried to take away state rights, or take decisions arbitrarily in violation of the spirit of cooperative federalism.

The post-Karunanidhi DMK, under MK Stalin, had been hitting out on a daily basis against this particular strain: a timid state government of the AIADMK under an authoritative Centre. From hydrocarbon extraction to medical entrance tests to 8-lane highways, the protest sentiment that the DMK had propagated had internalised the theme that the state should have a much stronger voice.

In line with its pre-election stance, the DMK government, after winning handsomely in the Assembly polls, had advanced the thought that the appropriate term to refer to the Central government is ‘Union government’. In the Assembly on June 24, chief minister Stalin defended the adoption of the term, drawing constitutional backing to the usage.

The debate carried momentum, largely on social media, after a Tamil newspaper carried an article speculating about a plan to carve out the Kongu region (western belt of Tamil Nadu) into a separate territory as an aftermath of the confrontational attitude of the DMK. The controversy brings back focus on the DMK’s history of seeking out a separate state (Dravida Nadu), and points out as to why the party brought up the ‘Union government’ debate post elections.

Even as the debate over the bifurcation intensifies, and sentiments run high, a familiar feeling is creeping up on political observers and health activists. Vast swathes of the population remain unvaccinated, while several thousand await their second dose against Covid-19. Tamil Nadu’s vaccination graph shows peaks and plunges because of the erratic supply of vaccines. For example, in mid-June, there have been days when over 30 districts did not hold caps due to unavailability of vaccine. A plan for commercial production of vaccines at the HLL Biotech factory remains merely on paper.

Health experts say they believe the bifurcation debate is being used to distract people from the larger issue of the state’s preparedness for the imminent third wave.

Guj Govt Will Study Laws of Other States Before Taking Decision on Population Control: Dy CM Nitin Patel


The Gujarat government will first study new laws introduced by other states on population control before taking any final decision in the matter, Deputy Chief Minister Nitin Patel said on Tuesday. Patel’s statement has come at a time when the BJP-ruled Uttar Pradesh government has introduced a draft of the population control bill that states that people with more than two children will be debarred from contesting local bodies polls, applying for government jobs or receiving any kind of subsidy.

Speaking to reporters in Gandhinagar, the deputy chief minister said, “Different states are bringing in new laws for population control. The Gujarat government will first study these laws and take an appropriate decision if it is required.” The BJP leader further said that the state government has already implemented a law that bars people with more than two children from contesting local body polls, such as taluka panchayat, district panchayat, municipalities and municipal corporation. “In Gujarat, people with more than two children cannot contest local body polls. This shows that we have implemented this idea (of population control) many years ago. Moreover, we also run awareness campaigns to convince people to opt for family planning,” Patel said.

8 BJP MLAs Resign From Assembly Committees Over Mukul Roy’s Appointment as PAC Chairperson


The standoff between the ruling Trinamool Congress and BJP continued after eight MLAs from the opposition party resigned from the post of chairman of eight committees of West Bengal Assembly over Mukul Roy’s appointment as the chairperson of Public Accounts Committee (PAC) by Speaker Biman Banerjee.

Those who tendered their resignations are Mihir Goswami (Chairman, Committee on Estimates), Manoj Tigga (Chairman, Standing Committee on Labour), Krishna Kalyani (Chairman, Standing Committee on Power & Non-conventional Energy Sources), Nikhil Ranjan Dey (Chairman, Committee on Fisheries & ARD), Bishnu Prasad Sharma (Chairman, Standing Committee on PW and PHE), Dipak Barman (Chairman, Standing Committee on IT and Tech, Edu), Ashok Kirtania (Chairman, Committee on Subordinate Legislation) and Anandamoy Barman (Chairman, Committee on Papers Laid on the Table)

On July 9, in a controversial political move, Mukul Roy — who recently quit the BJP to rejoin TMC — was appointed as the PAC chairperson in the West Bengal Assembly. Soon after, there was uproar in the assembly as BJP MLAs, led by Leader of Opposition (LoP) Suvendu Adhikari, staged a walkout, raising slogans against this decision.

Adhikari accused the ruling TMC for violating the norms while announcing Roy as PAC chairperson. They wanted to make BJP MLA from Balurghat, Ashok Lahiri (former chief economic adviser to Centre) to be the PAC chairperson.

The disgruntled BJP leaders met Speaker Biman Banerjee and questioned his decision to make Roy the PAC chairperson. he Speaker, however, told them the appointment was made following the assembly rules. It was then BJP MLAs resigned from the post of chairman from eight committees of the assembly and met Governor Jagdeep Dhankhar with their grievances in the evening.

The delegation led by LoP Adhikari and Chief Whip Manoj Tigga submitted a memorandum to the Governor, questioning the legality of Mukul Roy’s appointment as PAC Chairperson.

Reacting on BJP’s allegation and their meeting with Governor Dhankhar, TMC MP Saugata Roy, said, “There is nothing unethical in this (on Mukul Roy as PAC chairperson). Let them meet the Governor, but the fact is the Speaker’s decision is the final in the state assembly. I personally feel that their meeting with the Governor is nothing, but a photo session opportunity over cups of tea.”

BJP state President Dilip Ghosh, however, condemned the appointment of Roy as PAC Chairperson and announced that the BJP will boycott all the committees in the West Bengal Assembly. On June 18, Adhikari had submitted a petition before the Speaker, claiming that since Mukul Roy joined the TMC on June 11, he should be disqualified under the anti-defection law as he did not resign from the BJP before switching sides.

Legally, Mukul Roy is still the BJP MLA as he has not resigned, despite being asked several times by the BJP, from Krishnanagar North constituency in Nadia district. Since, a leader from the opposition is usually made a chairman of the PAC, TMC played a masterstroke and made Mukul Roy the chairperson citing that he is legally a BJP MLA. Also, the Speaker has the power to select chairpersons of the various committees in the state assembly.

There are 41 committees in the West Bengal Assembly and PAC is the most crucial one because it works as the audit body for the House.

Draft Population Control Bill Raises Questions About BJP Govt’s Intentions: Mayawati


BSP president Mayawati on Tuesday said the draft population control bill has raised questions about the Uttar Pradesh government’s intentions as people believe it lacks seriousness and has more to do with the ruling BJP’s electoral interests. She said if the BJP government had been serious about the population control, then it would have started working towards it when the government was formed.

The BSP chief’s reaction comes in the wake of the Uttar Pradesh State Law Commission (UPSLC) posting the draft of the population control bill on its website. “The new bill being brought by the BJP government for population control, more than its merits and demerits, raises doubts over both the policy and intention of the government regarding the seriousness of this national concern. People believe it lacks seriousness and has more to do with electoral interests,” Mayawati said in a tweet in Hindi.

“Failing to turn the growing population into the country’s strength and honour by making them more aware and educated, the BJP is now trying to control the population by force and punishing most of the families like the previous Congress government, which is grossly unfair in the eyes of the public,” she added. According to the draft bill, people having more than two children in the state will be debarred from contesting local bodies polls, applying for government jobs or receiving any kind of subsidy.

The draft bill, for which suggestions have been invited from the public till July 19, also prohibits promotions in government jobs for such people, while offering incentives to those limiting their children to two. The draft says it is necessary to control and stabilise the population of the state for the promotion of sustainable development with more equitable distribution.

If enacted, the provisions of the proposed legislation titled The Uttar Pradesh Population (Control, Stabilisation and Welfare) Bill, 2021 will come into force after one year from the date of publication in the Gazette, according to the Uttar Pradesh State Law Commission (UPSLC) website. On Monday, Mayawati had also questioned the timing of the arrest of two Al Qaeda-linked terrorists in Lucknow on Sunday.

“If the UP police claims of busting a terrorist conspiracy in Lucknow and the arrest of two people having links with Al Qaeda are right, then it is a very serious matter and appropriate action should be taken but no politics should be done in its garb, the apprehension of which is being expressed, she had tweeted. “This type of action only when the UP Vidhan Sabha elections are approaching creates doubts in the minds of people . If there is truth behind this action, then why was the police oblivious to it for so long? This is the question which is being asked by the people. Therefore , the government should not take any action which increases unrest among the people,” she had said.

Flu jab protects against COVID-related blood clot, strokes: Study


New York: The annual flu shot may reduce the risk of stroke, sepsis and blood clots in patients with COVID-19, according to a large international research. The findings showed it could be a valuable weapon in the fight to halt the pandemic.

Researchers from the University of Miami in Florida, US, found that patients with COVID-19 who had been vaccinated against flu were also less likely to visit the emergency department and be admitted to the intensive care unit (ICU).

On the other hand, those who had not had the flu jab were significantly more likely (up to 20 per cent more likely) to have been admitted to ICU; to visit the Emergency Department (up to 58 per cent more likely), to develop sepsis (up to 45 per cent more likely), to have a stroke (up to 58 per cent more likely) and a DVT (up to 40 per cent more likely). The risk of death was not reduced.

It isn’t known exactly how the flu jab provides protection against COVID-19 but most theories centre around it boosting the innate immune system — “general” defences we are born with that are not tailored to any particular illness, said the researchers.

The study shows that flu shot could be used to help provide increased protection in countries where the COVID-19 vaccine is in short supply, however it is not a substitute for COVID vaccinations, they added.

“Influenza vaccination may even benefit individuals hesitant to receive a COVID-19 vaccine due to the newness of the technology,” added Susan Taghioff, from the University’s Miller School of Medicine.

“Despite this, the influenza vaccine is by no means a replacement for the Covid-19 vaccine and we advocate for everyone to receive their COVID-19 vaccine if able to,” she noted.

For the study, the team screened de-identified electronic health records of more than 70 million patients to identify two groups of 37,377 patients from countries including the US, UK, Germany, Italy, Israel and Singapore.

Members of the first group had received the flu vaccine between two weeks and six months before being diagnosed with COVID-19. Those in the second group also had COVID-19 but were not vaccinated against flu.

The study was presented at the ongoing European Congress of Clinical Microbiology & Infectious Diseases (ECCMID) taking place online between July 9 and 12.

Even as the party high command was on the verge of announcing a truce formula for Punjab Congress, a series of tweets by former cabinet minister Navjot Singh Sidhu on Tuesday left many in the party baffled with some them interpreting it as ‘cozying up’ to Aam Admi Party (AAP).

While reacting to a tweet by Punjab AAP and statement from its party Chief Bhagwant Mann, challenging Sidhu to tweet on issue of power companies funding Congress party, Sidhu responded. “Our opposition AAP has always recognised my vision & work for Punjab. Be it Before 2017- Beadbi, Drugs, Farmers Issues, Corruption & Power Crisis faced by People of Punjab raised by me or today as I present “Punjab Model” It is clear they know – who is really fighting for Punjab,” tweeted Sidhu tagging an old news clip when he had resigned from the BJP and reports had indicated that he could join the AAP.

Within minutes of the tweet, the top brass of the Congress was left confused with some of them interpreting it as his subtle appreciation of the AAP.

“There are indications that giving him an important role in the party affairs was being resisted by the Chief minister, this tweet could be aimed at throwing some subtle hints to his detractors within the party,” a senior leader said.

And with speculations growing over the tweet, Sidhu shot off another tweet. “If the Opposition dares to question me, yet they can’t escape my Pro-People Agenda … This means they have resigned to their fate !!” the tweet read.

The Congress high command is reportedly ready with its peace formula for the state unit which includes accommodating Sidhu in some important role in the party. Sources say that his elevation as campaign committee chief or PCC president was being opposed by Chief Minister Capt Amarinder Singh.

The repeated attacks on the Punjab BJP leaders, allegedly by farm law protestors, have triggered a huge outcry online with the BJP party supporters taking to micro-blogging sites, Twitter, to register their protest.

On Twitter, #ShameOnAmarinderSingh started trending on Tuesday, few days after the attack on senior BJP leaders in Rajpura by farm law protesters. The Rajpura attack was among the series of attacks that have been carried out on state BJP leaders including some MLAs and senior office bearers.

Shockingly, it took a midnight intervention of the Punjab and Haryana High Court on Sunday directing the DGP and Patiala SSP to personally ensure the safe exit of BJP leaders and workers held ‘captive’ by farm protestors. Considering the seriousness of the situation, the Court had ordered telephonic service of notice to the police administration to rescue the holed-up BJP leaders.

The Punjab BJP claims these were organised ‘state-sponsored’ attacks to prevent the party leaders from deploying their cadres for election work, ahead of the state assembly polls. BJP leaders also allege that there is a pattern in all the attacks.

“These attackers under the pretext of farm protests assemble wherever the BJP leaders plan their meeting, and start cordoning off the venue even as the cops, very few in numbers, make no attempt to stop the mob from getting violent,” alleged General Secretary of the Punjab BJP, Subash Sharma. Sharma too was at the Rajpura meeting and was held ‘captive’ for hours.

The police, however, have denied attacks on the BJP leaders.

Ever since the farm law protests have begun in Punjab, several BJP leaders have been physically assaulted. In March, a group of alleged farm protesters threw black-coloured liquid on the BJP MLA from Abohar, Arun Narang, and thrashed him and tore his clothes when he was travelling to the venue of a scheduled press meet at Malout town in Muktsar district.

BJP leaders allege that these were not isolated attacks but were systematically organized in areas where the party has a good presence electorally. The state unit has sought the intervention of Centre to ensure adequate protection to its leaders.

“We have been in constant touch with the central leadership and appraising them about the situation that we are faced with here. It’s a very calculated and state-sponsored attack on opposition parties, especially the BJP. The state government should take responsibility for the failure of this law and order situation here,” said the Punjab BJP Chief, Ashwani Sharma.

‘Know Which Community Grew’: BJP MLA Says MP Population Increased by 1.5 Cr in 10 Yrs, Demands Law


Bhopal: Days after Uttar Pradesh Chief Minister Yogi Adityanath unveiled a draft policy on population control in the poll-bound state on Sunday, former pro-tem speaker and the BJP MLA, Rameshwar Sharma, wrote to Madhya Pradesh Chief Minister Shivraj Singh Chouhan seeking implementation of a similar law in the state.

In the last decade or so, MP’s population has risen by 1.5 crore — which is more than the entire population of several countries in the West, pointed out the firebrand lawmaker in his letter to CM Chouhan on Tuesday.

The MLA also went into factual details, saying in year 2011 census, the population of MP was around 7.25 crore and, as per available data, it reached around 8.75 crore in 2021, up by 1.5 crore which is more than even several western countries.

“For example, Germany has a population of around 8.37crore, France around 6 crore and England has a population of around 6.38 crore,” he wrote. “Additionally, these countries are behind in terms of population from Madhya Pradesh but are way too ahead than the state in terms of resources,” he added.

Underlining that MP has been brought into the list of leading states from the ignominious list of BIMARU states, the MLA urged the Chief Minister to implement a population control law in the state.

The issue should not be seen with religious glasses, urged the MLA, adding that parents should focus more on how their kids bring a good name for them. “Which community grew by how much, we all know,” added the MLA.

He also urged the Congress party to consider this suggestion.

The draft policy unveiled in UP seeks to bring down population growth rate to 2.1 % in next ten years and seeks a two-child policy, linking the same to government welfare scheme and eligibility for the local body polls.
