Nandigram Recount Case: HC Accepts Mamata’s Plea, Asks EC to Preserve Poll Records

Admitting West Bengal Chief Minister Mamata Banerjee‘s petition for hearing, the Calcutta High Court on Wednesday directed that notice be served upon Leader of Opposition Suvendu Adhikari, whose victory from Nandigram in the assembly elections was challenged by her. Justice Shampa Sarkar directed that Banerjee’s election petition will be taken up for hearing on August 12.

The judge directed that in the meantime, notice be served upon Adhikari, a BJP MLA, and other parties in the matter. Justice Sarkar held that as per a report received by her bench from the high court administration, the election petition was filed in compliance with the provisions of the Representation of the People Act.

The court also directed the Election Commission to preserve all records and devices related to the polls in Nandigram. The matter was reassigned to the bench of Justice Sarkar by Acting Chief Justice Rajesh Bindal after Justice Kausik Chanda recused himself from hearing the Trinamool Congress chief’s petition.

As per the result declared by the Election Commission, Adhikari defeated Banerjee by a margin of 1,956 votes.

TMC Raps EC Over ‘Delay’ in Holding Bengal Bypolls, Delegation to Meet Poll Panel on Thurs


Voicing displeasure over the “delay” in holding elections to seven West Bengal assembly seats, crucial for Mamata Banerjee’s uninterrupted continuance as the chief minister, the TMC said on Wednesday a party delegation will meet the Election Commission on July 15 to press for it. Sukhendu Shekhar Ray, a senior leader of the state’s ruling paty, also taunted the poll panel, wondering whether it was “waiting for a third Covid wave” to conduct the elections.

Maintaining that the pandemic has eased considerably, Ray said the situation was conducive for holding the polls. Bypolls are to be held for five vacant seats, and fresh elections to two others where polling was countermanded following the death of candidates.

The byelections are of critical importance to Chief Minister Mamata Banerjee, who lost the assembly poll to BJP’s Suvendu Adhikari in Nandigram. The Constitution allows a person to occupy a ministerial position only up to six months without getting elected to a state legislature or the two Houses of Parliament. It mandates that a minister who is not a member of legislature for six consecutive months shall cease to occupy the position at the expiration of that period.

Banerjee needs to get elected to the assembly by November 4 to continue as the chief minister. “We will be meeting EC officials tomorrow (Thursday) in Delhi with the demand to hold pending elections and byelections to seven assembly segments. The assembly elections were held in eight phases when COVID was at an all-time high.

But now the COVID situation has improved a lot. “The EC is delaying the byelections. Is it waiting for the third wave? We want the by-polls to be conducted as early as possible,” Ray, TMC chief whip in the Rajya Sabha, said.

Dinhata and Santipur assembly seats fell vacant after BJP leaders Nisith Pramanik and Jagannath Sarkar resigned as MLAs and chose to retain their membership of Parliament.Pramanik was inducted into the Modi government during its recent expansion.

Mamata Banerjee’s pocket borough of Bhawanipore fell vacant after state minister Sovandeb Chattopadhyay resigned to facilitate her election from the seat. The TMC had fielded Chattopadhyay from Bhawanipore after the party supremo decided to take on her former protege Adhikari in Nandigram. Byelections to Khardah and Gosaba seats in North and South 24 Parganas respectively are to be held after the death of TMC’s Kajal Sinha and Jayanta Naskar due to Covid-19.

Elections to Samserganj and Jangipur seats in Murshidabad had been countermanded following the death of candidates and later postponed indefinitely as COVID-19 raged across the state during the second wave. Currently, Mamata Banerjee and Finance Minister Amit Mitra are the two non-legislators in the ministry.

Mitra has expressed his desire to step down due to ill-health, but Banerjee needs to win a byelection to enter the state assembly. The TMC had stormed back to power in May for a third consecutive term bagging 213 seats in the 294-member assembly.

7th Pay Commission: 28% DA hike applicable from July 1: Anurag Thakur


New Delhi: The Union Cabinet has approved the restoration of the dearness allowance hike for Central government employees and employees in a meeting on Wednesday (July 14). Union Minister Anurag Thakur said that the Dearness Allowance (DA) for Central government employees and pensioners has been increased from 17 per cent to 28 per cent. He also noted that the rule will be applicable from July 1, 2021. 

 

Over 1.2 crore central employees and pensioners were impatiently waiting for the decision on the restoration of dearness allowance hikes. Till June 2021, the dearness allowance of central government employees stood at 17 per cent of their basic pay. 

However, with the latest approval from the union cabinet, employees will now get a dearness allowance equal to 28 per cent of their basic pay. 

Here’s how to calculate salary with DA hike:

The central government increased the dearness allowance three times, which includes a 4 per cent hike in January 2020, a 3 per cent increase in June 2020 and a 4 per cent rise in January 2021. 

The new dearness allowance stands at 28 per cent if you calculate the current rate coupled with the three pending hikes (17+4 +3+4). For example, if your basic salary is 20,000 per month, then you will get an 11% hike of Rs 2,200 per month. एक संवाददाता सम्मेलन को संबोधित करते हुए, कांग्रेस की राष्ट्रीय प्रवक्ता सुप्रिया श्रीनेत ने आरोप लगाया कि COVID-19 महामारी और आर्थिक कुप्रबंधन ने करोड़ों लोगों को बेरोजगार कर दिया है, वेतन कम कर दिया है और कई को गरीब बना दिया है। कांग्रेस प्रवक्ता ने कहा, “लोगों के हाथों में पैसा डालने के बजाय, यह असंवेदनशील सरकार उन्हें बुनियादी चीजों के लिए अधिक भुगतान करने के लिए मजबूर कर रही है।”

उन्होंने दावा किया कि 23 करोड़ लोग गरीबी रेखा से नीचे चले गए हैं, जिससे भारतीयों को अपने भविष्य निधि से लगभग 1.25 लाख करोड़ रुपये निकालने पड़े हैं। श्रीनेट ने कहा कि न केवल पेट्रोल, डीजल और एलपीजी की कीमतों में तेजी से वृद्धि हुई है, बल्कि खाद्य तेल, दाल, चाय, कॉफी, शैम्पू और साबुन जैसी बुनियादी वस्तुओं की भी कीमतें बढ़ी हैं।

“मुद्रास्फीति का नवीनतम पठन चिंताजनक है। खुदरा मुद्रास्फीति आरबीआई के 6 प्रतिशत के लक्ष्य से लगभग 6.3 प्रतिशत अधिक है।” उसने आरोप लगाया कि उच्च मुद्रास्फीति केंद्र के लालच, शोषण और सकल आर्थिक कुप्रबंधन के अलावा उपकर और उच्च आयात शुल्क लगाकर मुनाफाखोरी के कारण थी। उन्होंने मूल्य वृद्धि के लिए “तर्कहीन” वस्तु एवं सेवा कर दरों को भी जिम्मेदार ठहराया।

श्रीनेट ने कहा, “कांग्रेस पार्टी संसद के आगामी सत्र में आम आदमी पर भारी महंगाई का मुद्दा उठाएगी और इस विषय पर पूरी चर्चा के साथ-साथ भारत के लोगों के लिए पर्याप्त राहत की मांग करेगी।”

Mumbai: Charas worth Rs 1 crore seized from duo in Bandra | Mumbai News – Times of India


MUMBAI: The Anti-Narcotics Cell on Wednesday arrested two drug peddlers in Bandra and recovered banned drugs to the tune of Rs 1 crore from them.
According to the officials, around 2 kgs of charas was found in the possession of the duo.
A case has been registered against them under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and further investigation is underway.
Officials are trying to find out the source of the illegal narcotic and if the duo was planning to sell it to a third party.
In a similar incident, the Anti-Narcotics Cell of Thane Police on July 1 had arrested three alleged drug peddlers and had recovered nearly 2 kgs of charas from them.
The total drugs amounted to Rs 40 lakhs.
Besides, 224 grams of ganja and 16 LSD papers were also seized from the trio.
A few days ago, a woman was apprehended from Mumbai’s Nagpada area with hashish worth Rs 1 crore.
According to the Narcotics Control Bureau (NCB), the contraband was brought to the city from Jammu and Kashmir.
During the operation, the NCB also found that drug peddlers were using women and minors for trafficking narcotics in the city.

Senior BJP leader Piyush Goyal was on Wednesday appointed as the Leader of House in the Rajya Sabha. The position was vacant ever since Thawarchand Gehlot was appointed as the governor of Karnataka. 

Piyush Goyal holds key portfolios in the government and has been a member of the Rajya Sabha since 2010.

Goyal’s appointment comes ahead of the monsoon session Parliament, which will begin on July 19 and will conclude on August 13. 

In a major Cabinet reshuffle earlier this month, Goyal who held the portfolio of Commerce & Industry, Consumer Affairs and Food & Public Distribution, was given the charge of the Ministry of Textiles.

A year after it was postponed, the Tokyo Olympics are all set to get underway from July 23. Despite the voices of opposition in the city of Tokyo in the wake of the Covid-19 pandemic, the multi-sport event is on and athletes are gearing up for the momentous sporting spectacle.

India’s star shuttler and biggest medal hope, PV Sindhu has given her preparations for the Tokyo Olympics an artistic touch. The reigning world champion shared a photo of her nail art on social media.

Sindhu has painted an Olympic ring on her nails in the lead up to the Games. In the photo, the Olympic ring can be seen completed on her middle finger and ring finger.

“Olympic Fever,” Sindhu has written as caption, also mentioning the 10-day countdown for the Games. The photo has gone viral on social media.

Sindhu is one of the key contenders for the Olympic medal in women’s singles badminton. The 26-year-old shot to fame by winning a silver medal at the Rio Games in 2016 and she is bidding to become only the 2nd athlete after wrestler Sushil Kumar to win multiple singles medals at the Games.

Sindhu has been seeded 6th in the women’s singles badminton and has been drawn in Group J for the Tokyo Olympics.

Sindhu will face Hong Kong’s world number 34 Cheung Ngan Yi and Israel’s Ksenia Polikarpova, ranked 58th in the group stage.

She is likely to face World No. 12 Mia Blichfeldt (who has been drawn in Group I) in the Round of 16. In singles, a player has to win the group of 3 to progress to the last 16.

Players have been divided into 14 groups and the Group A and P winners (groups with top 2 seeds) will receive byes in Round of 16.

Population Control Debate Exposes Fault Lines Within Bihar’s Ruling Alliance


Bihar Chief Minister Nitish Kumar’s apparent distaste for enforcing population control through legal means, in the face of his ally BJP coming out in support of such coercive measures, has once again exposed the ideological fault lines within the ruling coalition here. Kumar had voiced his disapproval of adopting the legislative route to achieve the end earlier this week, when on the occasion of the World Population Day his opinion was sought on the issue.

Notably, his counterparts in states like Assam and Uttar Pradesh, Himanta Biswa Sarma and Yogi Adityanath respectively, had come out with proposals to enforce one child policy by getting laws enacted. Kumar, had, however said that he did not wish to comment on other states but Bihar, which has the highest density of population in the country, had been showing a decline in fertility rate, thanks to a dramatic rise in womens education since his rise to power a decade and a half ago.

The JD(U) de facto leader had also predicted that the rise in population could hit a plateau by the next decade and even reverse growth was possible by 2040. Nonetheless, for the BJP, the issue of population control has been more than what meets the eye. The demand for such a legislation has been raised many times by Hindutva hardliners like Giriraj Singh, Union minister and one of the principal detractors of the Bihar Chief Minister.

With Yogi, a celibate monk who is seen as the newest poster boy of Hindutva politics, joining the chorus, the signals are all too obvious for the party cadre. All communities are in need of family planning. The biggest challenge, though, are Muslims among whom polygamy is religiously sanctioned and who have been the most vehement opponents of sterilization since the times of Congress leader Sanjay Gandhi. So, the only option left is that of a law, said a BJP leader who did not wish to be named.

Sensing the mood, the Bihar BJP, often seen as ceding ground to the Chief Minister despite its own political heft, has chosen to dig in its heels. State BJP chief Sanjay Jaiswal has praised Yogi for speaking out in favour of one child policy and showing the resolve to implement the policy legally. Samrat Chaudhary, a former state vice-president who is now a member of the Nitish Kumar cabinet, twisted the knife with the remark those with more than two children are already debarred from contesting municipal polls.

So, why not have similar rules for the Panchayats? If enacted, these may not be implemented in the polls due in a few months. But we can prepare the ground for future village body polls, said Chaudhary, who holds the Panchayati Raj portfolio. Incidentally, despite their long-standing alliance that goes back to the early 1990s, Nitish Kumar and BJP have often not been on the same page on several issues.

The JD(U) opposed the triple talaq ban bill when it was passed in Parliament. It supported the CAA on humanitarian grounds but Kumar cleared the air by stating that he wished to draw a line by getting a resolution against the proposed nationwide NRC passed in the state assembly. Interestingly, the resolution was passed unanimously by the House which had more than 50 BJP MLAs.

Sensing the ideological stance their boss is likely to adopt, JD(U) ministers like Ashok Choudhary and Vijay Kumar Choudhary have also come out with statements asserting the futility of bringing in a law to check population growth. The BJP old guard, often wary of the partys new-found aggression in Bihar where it can still not do without Nitish Kumar, can be seen attempting a balancing act.

BJP veteran Vijay Kumar Sinha, who is now the Speaker, tried a tightrope walk saying population control is necessary. A law may be just one measure but it is certainly not enough. Public awareness, brought about by education, is a must. And thankfully, Bihar is doing well on this count.

नई दिल्ली: नए आईटी नियमों सहित विभिन्न मुद्दों पर ट्विटर और केंद्र सरकार के बीच लगातार खींचतान के बीच, ज़ी मीडिया को माइक्रोब्लॉगिंग प्लेटफॉर्म के संसदीय पैनल के जवाब तक पहुंच मिल गई है।

दस्तावेज़ में मध्यस्थ दिशानिर्देश और डिजिटल मीडिया आचार संहिता नियम, 2021, 26 जनवरी गणतंत्र दिवस की घटना, गाजियाबाद हमले के वीडियो मामले और ऐसे अन्य मुद्दों पर ट्विटर के जवाब हैं।

नए आईटी नियम:

मध्यस्थ दिशानिर्देशों और डिजिटल मीडिया आचार संहिता नियम, 2021, जिसे डिजिटल मीडिया आचार नियम 2021 के रूप में भी जाना जाता है, के बारे में अपनी चिंताओं के बारे में पूछे जाने पर, उन्होंने कहा कि वे यह सुनिश्चित करने के लिए विश्व स्तर पर लोकतांत्रिक सरकारों के साथ काम करने के लिए प्रतिबद्ध हैं कि उनके व्यवसाय और उद्योग का नियमन सुनिश्चित हो सके। ‘व्यावहारिक, यथार्थवादी और लागू करने के लिए व्यवहार्य’।

इसने यह भी उल्लेख किया कि इसने नियमों के अनुपालन के लिए समयसीमा बढ़ाने के लिए कहा। ट्विटर ने यह भी कहा कि डिजिटल मीडिया एथिक्स रूल्स 2021 की ‘कुछ जरूरतें’ इसके मुख्य एक्ट यानी आईटी एक्ट से परे हैं।

सोशल मीडिया दिग्गज, जिसके भारत में अनुमानित 1.75 करोड़ उपयोगकर्ता हैं, ने कथित तौर पर शशि थरूर की अध्यक्षता वाले संसदीय पैनल को बताया, “कुछ नियम प्लेटफॉर्म और ट्विटर के उपयोगकर्ताओं के अधिकारों के साथ असंगत हैं।”

ट्विटर को इस आरोप का जवाब देने के लिए भी कहा गया था कि वह नए आईटी नियमों के लिए ‘सबसे अनिच्छुक’ रहा है, जिस पर उन्होंने कहा कि वे इस आरोप का खंडन करते हैं।

माइक्रोब्लॉगिंग प्लेटफॉर्म ने कहा, “ट्विटर नए दिशानिर्देशों का पालन करने का प्रयास कर रहा है और हम भारत सरकार को प्रक्रिया के हर चरण में प्रगति से अवगत करा रहे हैं।” शिकायत अधिकारी और कानून प्रवर्तन नोडल अधिकारी के पद को भरने के लिए देख रहे हैं।

पॉक्सो का उल्लंघन करने वाली सामग्री:

ट्विटर इंडिया से पूछा गया कि क्या उनके पास यौन अपराधों से बच्चों की रोकथाम (POCSO) का उल्लंघन करने वाली किसी भी आपत्तिजनक सामग्री की भारतीय अधिकारियों को रिपोर्ट करने के लिए कोई तंत्र है, जिस पर उन्होंने कहा कि वे जवाब देने में ‘सबसे आगे’ रहे हैं। इंटरनेट पर बच्चों के शोषण को रोकने की उभरती चुनौती।

“हमने बाल यौन शोषण सामग्री को ऑनलाइन बनाने और साझा करने पर रोक लगाने के लिए डिज़ाइन की गई नीतियों और प्लेटफ़ॉर्म क्षमताओं को विकसित किया है। हम बच्चों के खिलाफ इन अपराधों का मुकाबला करने के बारे में गहराई से ध्यान रखते हैं, और हम बाल यौन शोषण के सभी रूपों की पहचान, रोकथाम और रिपोर्ट करने के लिए सक्रिय रूप से काम करते हैं हमारी सेवा, ”ट्विटर ने कहा।

गाजियाबाद हमले का वीडियो:

गाजियाबाद हमला वीडियो मामले पर, ट्विटर ने कहा कि उन्होंने कानून प्रवर्तन अधिकारियों को अपना समर्थन और सहायता की पेशकश की है और कानून प्रवर्तन अधिकारियों से किसी भी अतिरिक्त ट्वीट के यूआरएल प्रदान करने का अनुरोध किया है जिसमें अवैध सामग्री है।

गणतंत्र दिवस हिंसा:

ट्विटर ने आरोपों पर भी टिप्पणी की कि उन्होंने यूएस कैपिटल में हिंसा के बाद स्वत: कार्रवाई की थी, लेकिन दिल्ली में लाल किले पर किसानों के आंदोलन के बाद हिंसा भड़काने वाली सामग्री को ब्लॉक करने से इनकार कर दिया। ट्विटर ने कहा कि 26 जनवरी से, उनकी वैश्विक टीम ने 24/7 कवरेज प्रदान किया और ट्विटर नियमों का उल्लंघन करने वाली सामग्री, प्रवृत्तियों, ट्वीट्स और खातों पर विवेकपूर्ण और निष्पक्ष रूप से प्रवर्तन कार्रवाई की। ट्विटर ने कहा कि उन्होंने 500 से अधिक खातों को भी निलंबित कर दिया है जो प्लेटफॉर्म हेरफेर और स्पैम के स्पष्ट उदाहरणों में शामिल थे।

ट्विटर ने कहा, “वास्तविक दुनिया के नुकसान के लिए उच्चतम क्षमता के आधार पर गलत सूचना का सामना करना पड़ा, और ट्वीट्स के लेबलिंग को प्राथमिकता दी गई जो हमारी सिंथेटिक और हेरफेर वाली मीडिया नीति का उल्लंघन कर रहे थे।”

भारत का विवादास्पद नक्शा:
