New Delhi: Restrictions or relaxations for any activity in Delhi in the wake of the COVID-19 pandemic will from now on be implemented as stipulated by the Graded Response Action Plan (GRAP), said the Delhi Disaster Management Authority in an order on Sunday.

It directed all district administrations that GRAP recommendations shall be implemented with immediate effect. The Delhi Disaster Management Authority (DDMA) will send daily alerts to all districts under a colour-coded system mentioned in the GRAP to help them take decisions.

GRAP was approved by Lieutenant Governor Anil Baijal on July 9.

The Graded Response Action Plan takes into account three parameters — positivity rate, cumulative new positive cases and average oxygenated bed occupancy in Delhi. Following a detailed analysis of these parameters, four colour-coded levels of alert — yellow, amber, orange and red — and their criteria have been recommended in the plan.

“Permitted/prohibited/restricted activities shall be as per the level of alerts specified in the Graded Response Action Plan with immediate effect and till further orders.

“As soon as any parameter (out of three) reaches the specified level of alert, ‘the order of alert’ shall be issued and permitted/prohibited/restricted activities prescribed at such level shall become operational automatically,” the DDMA order said.

Once GRAP is activated, the additional chief secretary (health) will issue daily morning and evening bulletin regarding the level of alert. Appropriate orders would be issued separately as and when the situation warrants for imposing restrictions in respect of inter-state travel, it added.

The ‘yellow’ (level-1) alert will be sounded when the positivity rate crosses 0.5 per cent for two consecutive days or daily new cases increase to 1,500 or oxygenated bed occupancy reaches 500.
The next level of alert coded with amber colour (level-2) will come into force if the positivity rate rises above one per cent or new cases number 3,500 or oxygenated bed occupancy reaching 700.

The ‘Orange’ or level-3 alert will be the next stage which will kick in if the positivity rate crosses two per cent or new cases number 9,000 or oxygenated bed occupancy becomes 1,000.
While the ‘red’ alert, which is of the highest level will come into force if the positivity rate crosses five per cent or new cases rise to 16,000 or oxygenated bed occupancy reaches 3,000.

The DDMA directed all district magistrates, civic officials, DCPs and other authorities to “extensively disseminate” information regarding alerts for proper compliance and execution of the GRAP.

“All district magistrates shall interact and have a dialogue with resident welfare associations, market associations, mall associations, bar associations and other such bodies in their districts to circulate information in this regard.

“Principal secretary (education) and secretary (higher education) shall ensure that the guidelines regarding level of alerts are disseminated among students,” the order stated.

It said all authorities concerned such as district magistrates, DCPs, zonal deputy commissioners of municipalities among others shall take necessary actions to ensure compliance of the GRAP in their areas.

The DDMA said it may make modifications in respect of GRAP or any other activities according to the situation assessed from time to time to meet exigencies in the interest of management of the COVID-19 situation.

“राज्य में टीकाकरण की बड़ी क्षमता है। हम एक दिन में आठ से दस लाख लोगों का टीकाकरण कर सकते हैं, लेकिन टीकों की सीमित उपलब्धता को देखते हुए मास्क ही आज हमारा असली रक्षक है।

इस बीच, उन लोगों के लिए मुंबई लोकल ट्रेन सेवाएं 15 अगस्त से शुरू करने का आदेश दिया गया है, जिन्होंने COVID-19 वैक्सीन की दोनों खुराक ली है।

Kanpur: Uttar Pradesh police chief Mukul Goel Sunday said the possibility of terror modules and sleeper cells working in Kanpur cannot be denied even though the force does not have specific intelligence currently. He said the state’s Anti-Terrorist Squad (ATS) and intelligence agencies have decided to keep extra vigil to neutralise such forces before they execute their nefarious designs.

His statement came in the wake of the ATS recently arresting some people in Lucknow over suspected terrorist activities. He said the arrests in Lucknow prompted the police to step up vigil in Kanpur as well.

“We have no specific intelligence inputs about terror modules, but we can’t deny the possibility of terror modules and sleeper cells in the city (Kanpur),” Goel told PTI when asked if agencies have tip-off about such designs working in the city.

He said intelligence agencies suspect the movement of terrorists and sleeper cells in Kanpur.

The DGP was in the city to inaugurate a Covid care hospital at the Kanpur Police Commissionerate.

He said it has been decided to set up similar facilities for police personnel in every district.

The DGP also remembered the police personnel who lost their lives in the line of duty during the pandemic.

Two terrorists of the Al-Qaeda-supported Ansar Ghazwatul Hind were arrested by the Uttar Pradesh ATS from the outskirts of Lucknow last month, senior officials had said, adding that they were planning explosions, including using “human bombs”, at several places in Uttar Pradesh.

A huge amount of explosive was also seized from their houses, the official had said. They were planning to “unleash terror activities before August 15 (Independence Day) in different cities of UP”, including Lucknow, the official had said.

Opener KL Rahul stressed the takeaways from the opening Test against England, saying the Indian team’s preparation stints since the World Test Championship final in June has eventually paid off. The opening Test between India and England ended in a dull draw after rain washed out what had promised to be a humdinger of a final day on Sunday.

“The way we went about our batting as well was pretty good. On a challenging pitch with the weather conditions forcing us to go in and out, it’s not easy to get our focus back but we held ourselves well,” Rahul said at the post-match press conference.

Rahul added that India maintained its intensity throughout the game to keep the host on the back-foot. “I think the energy was great on the field and everything that we’ve prepared for over the last month and a half fell in place nicely. It’s a great start for the series for us and hopefully, we’ll keep improving,” Rahul said.

Jasprit Bumrah has been a proven performer and teammate KL Rahul fails to understand why his nine-wicket match haul against England in the drawn opening Test is being perceived as a “comeback” for the Indian speedster.

Asked how he feels about Bumrah coming back to form, Rahul expressed his surprised at the question.

“Sir, I don’t know why you are saying that (Jasprit) Bumrah has made a comeback,” Rahul said/

“Every time, in every game, in every condition he has proved himself and he is our number one bowler. We are happy that he is doing what he is (has) been doing since he started playing Test cricket.

Having already spoken about his batting two days back, Rahul lauded the pace unit’s 20-wicket effort which was the major takeaway according to him.

“The way we bowled in the first innings and the discipline that we showed after losing the toss and bowling first (was a takeaway). It felt like team which won the toss had an advantage and we bowled with a lot of discipline.

“How Mohammed Shami and Bumrah started and how Shardul (Thakur) and Mohammed Siraj continued, how all of them worked together and bowled in the right channels. We saw there were a lot of misses but the way they stuck to their plans was great to see and they got the rewards,” the soft-spoken opener explained.

There are times when pacers do get carried away in English conditions but what Rahul found impressive was how the Indian quartet remained in control.

“Sometimes the bowlers can get carried away when lot is happening off the pitch and it says a lot about our bowling unit. There is a lot of experience in our bowling and they understand what exactly is expected of each one of them.

“Our pace bowling attack is the main reasons why we qualified for the WTC finals. Great to see that each time we go out there, we stick to what we have discussed and more often than not we have got results for being patient and disciplined.”

He also spoke about the batting unit doing well in challenging conditions with multiple rain-breaks.

“It was a challenging pitch and weather conditions being as it was, going in and going out wasn’t easy for us to get our focus back. The switch on and switch off was very challenging. So it was great to see that we held our focus and in the field I think our energy was great.

“Everything that we prepared for one and half months (post-WTC final) fell in place and hopefully we can keep getting better,” he was visibly satisfied.

On a personal front, Rahul said that he was happy playing Test cricket after more than two years as it is frustrating to sit out at times.

“From the last 2-3 series (away vs Australia and vs England in India), I have been sitting outside. The team was doing really well and I was very happy to be part of the team and seeing how we were beating teams in India and then Australia.

“So it was great to be part of it, but also very frustrating that opportunities weren’t coming. It was only practised, practise and practise and as a player you want to be in the middle and want to challenge yourself, so I kept waiting for my opportunity, so I am very happy that it came to England,” said Rahul, who prefers middle-order in traditional format.
