Senior citizen injured as car driven by 14-year-old knocks him down in Andheri | Mumbai News – Times of India



MUMBAI: A corporate legal advisor suffered two spinal fractures after he was knocked down twice by a car driven by a 14-year-old Class IX student in Andheri‘s Chandivali locality last week.
CCTV footage of the accident which took place on September 6, went viral on Thursday. It showed the minor at the wheel losing control as the vehicle leaves the building and takes a sharp left, immediately brushing a parked auto rickshaw before knocking down the victim identified as Subharaman Krishnan (63), a resident of Orchid Enclave ‘C’ wing on Nahar Amrit Shakti Road in Chandivali.
The CCTV grab was tweeted on X (formerly Twitter) by Chandivali Citizens Welfare Association (CCWA), which tagged Mumbai police and Mumbai traffic police. Saki Naka police have imposed a Rs 5,000 fine but have not filed a case as the boy is a minor.
Krishnan told TOI he was upset with police for not filing an FIR. “Though I survived the knocks, I am completely bedridden. Doctors have advised me not to move for three months. I have to appoint a person to look after my daily activities. I was knocked down twice by a car driven by the minor who resides in the A wing in my building,” he said.
Krishnan said he was hit as soon as he stepped out of the gate to visit a neighbourhood building at around 4.15 pm. “The car was following from behind. All of a sudden I was knocked down. I tried to get up but was hit a second time,” he added. “My wife and son approached the police the same night but they just recorded their statement. They failed to file an FIR or book the minor or his father.”
CCWA founder member Mandeep Singh Makkar told TOI, “As per Motor Vehicle Act, strict action should have been taken against the parents for allowing the child to drive a vehicle.”
Saki Naka police has made a Traffic Accident Diary note of the accident saying the boy is a minor and a first information report cannot be registered under the Juvenile Justice Act. “The minor’s Social Survey Report will be submitted to the Juvenile Justice Board after a probe is completed. Saki Naka police have also written to the regional transport office to bar him from getting a driving license till he turns 25,” said DCP (Zone X) Datta Nalawade. As a deterrent, the law enables strict action against parents/guardians if minors drive family-owned vehicles and end up in accidents. When asked why the father was not booked, Saki Naka police station senior inspector Gabaji Chimte said, “We are probing, we’ll take action after checking whether the minor took the car key with his father’s knowledge.”
