As elections for the State Assembly and Lok Sabha are due in a year, Haryana Chief Minister Manohar Lal Khattar on Wednesday announced that the government would offer compensation at the rate of Rs 7,000 per acre to those who have to re-sow paddy due to heavy rains and floods in July. The chief minister’s move is being seen as an attempt to woo the farmer votes, who dominate the Haryana vote bank.

Addressing a press conference, the chief minister also unveiled the portal for the Mukhyamantri Shehri Awas Yojana, an initiative aimed at ensuring that weaker sections can have a pukka house.

Khattar said that inspired by PM Modi’s Pradhan Mantri Awas Yojana, the government had decided to guarantee housing for every family.

“This portal will facilitate applications from economically weaker families with an annual income of less than Rs 1.80 lakh,” the chief minister said, adding that flats would be built in Panchkula, Gurugram, Sonepat and Faridabad, while other cities would offer both plot and flat options to the poor.

Apart from this, the Haryana government also introduced the issuance of Other Backward Classes (OBC) certificates through the Parivar Pehchan Patra (PPP) system.

Khattar also launched the new e-Bhoomi portal to make the process of purchasing land for the development of government projects with the consent of landowners, smooth and efficient.

He said apart from farmers, aggregators would also be able to offer land on the portal provided that the aggregator should be a taxpayer and must have a PPP ID.

About the process, the chief minister said that the offer of land on the new e-Bhoomi portal would be valid for months and the farmers could offer their land independently, or through listed aggregators.

In the case of the purchase of land for projects, the aggregators would be given incentives at the rate of 1 per cent.

To resolve land acquisition issues of 2011 for the expansion of the Industrial Model Township (IMT), Manesar, Khattar also inaugurated the No-Litigation Policy-2023 portal. It will address land-related issues in the villages of Kasan, Kukrola and Sahrawan, situated in the Manesar tehsil of Gurugram district.

The primary objective of this facility is to extend benefits to landowners whose names are recorded in the revenue estate of these villages, as on August 16, 2022.

The CM said the key provision of the policy stipulated that landowners, upon accepting compensation by the awards announced, would refrain from challenging the land acquisition and seeking an increase in the compensation amount mentioned in these awards, while withdrawing any pending court cases related to the land.
